(Campbell)His status as Universal champion keeps him high up here, but Kevin Owens needs a strong outing at Hell in a Cell against Seth Rollins. The match is tailor-made for him to show off the monster heel side that he displayed so effectively in NXT and upon the earliest days after his call up to WWE. However enjoyable Owens comedy act with Chris Jericho is, its time to move away and for Owens to become a more ruthless champion. The tensions on display with his best friend on Raw this week showed Owens is ready to become a true heel and less of a fan favorite -- and he couldnt ask for a much better future opponent than Jericho. (Atkin)Seth Rollins is best suited for a heel role, but I still have faith that his baby-face push heading into an eventual clash with Triple H will be epic. Until that happens, Rollins will continue to work excellent matches and likely remain in or near the title picture for the foreseeable future. He is valuable in every category, ranging from charisma and mic work to in-ring ability to the overall engaging nature of his character. Hes the Mike Trout of the WWE and should continue to lock down a top-five spot on this list -- most times even higher -- as long as he stays healthy. (Coyle)Because of what she has proven over the last few years whenever shes given the chance, Charlotte should always have ring time on Raw. Even though she was relegated to a weird, quiet interview segment with Lita this time around, she was great. Hell in a Cell will be another chance to make history, and if some rumors are true, Charlotte and Sasha Banks could become the first women ever to main event a WWE pay-per-view one week from Sunday. (Rosenberg)Considering the level of talent featured on the Raw and SmackDown Live rosters, it takes a lot for a 45-year-old veteran to hang with the younger stars of the WWE and stay relevant. Chris Jericho has done far more than that over the last few months, recreating himself as an ornery aging rock star with an affinity for expensive scarves. While his bromance with Owens, which spawned Jerichos ever-expanding List of Jericho -- a running joke about calling Tom Phillips by the wrong name in interviews and numerous other gimmicks which have gotten over incredibly well with the crowd -- is seemingly nearing its end, Jericho looks to be headed towards a world title feud of some kind. Not only does he deserve it, he may even merit consideration for one last run at the top. (Fiorvanti)The Mizs ongoing feud with Dolph Ziggler has been fantastic. It has felt personal, and it has been undeniably entertaining. Much of that is due to the evolution of The Mizs character. His arrogant and condescending voice on the microphone has truly cemented him as one of the best heels in the company. Add a string of tremendous matches over the past couple of months, and The Miz should continue to rise up the ranks -- and that should eventually lead to more pay-per-view main events. The Mizs promo on Talking Smack a couple months back was the best thing that ever happened to his career; he turned a corner that night and never looked back. (Coyle)Dean Ambrose bounces back three spots this week, and its more than just a market correction after he fell to No. 10 last time around. The Styles-Ellsworth-Ambrose saga over the last few weeks on SmackDown Live has highlighted many of Ambroses strongest credentials for being in the world title picture. He can freestyle and joke with the best of them, and his sense of comedic timing played off of Styles contributions in the ring perfectly in both of the Styles-Ellsworth matches, but when it came time for physicality, Ambrose was ready to deliver there as well. The world title feud has been strong enough to overcome John Cenas absence without skipping a beat, and Ambrose has played a big part in that. (Fiorvanti)To be clear, something big needs to happen for Dolph Ziggler in the long-term before the excitement of his Intercontinental championship win and memorable rivalry with The Miz wears off again. But no matter what lies ahead for Ziggler, hes clearly doing some of the best work of his WWE career. She tends to have no trouble rising to the occasion, though; Banks starred with Bayley in the first womens NXT main event in their TakeOver Ironman match, and shes more than capable of doing the same inside the Cell in what looks like it will be the first time two women have main evented a WWE pay-per-view. The WWE United States champion is operating at a strong level right now, with his brand rehabbing nicely during this current run away from the main title picture on Raw.
